Wide-range of government contracting experience and strong working knowledge of the Service Contract Act, Davis Bacon Act, CPAF, IDIQ, CPFF, T&M, FFP, IDIQ with the application of the Federal Acquisition Regulation (FAR) and Cost Accounting Standards (CAS) along with DCAA and DOL liaison experience. I have repeatedly demonstrated my capacity to manage the complete contractual process, which spans pre-award to post award operations, throughout my career. My thorough understanding of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), together with my firm background in government procurement procedures, have been crucial in helping me provide successful outcomes for my clients. My capacity to recognize risk factors and create methods for mitigating them has frequently resulted in successful contract awarding and enhanced contract performance. I oversaw a portfolio of intricate contracts totaling hundreds of millions of dollars. In my prior position as a Manager of Finance of government contracts with many prominent government contractors I was in charge of the complete financial management of those contracts leading discussions, managing contracts and making sure all applicable laws were followed. Additionally. I have excellent communication skills and can work well with a variety of internal and external stakeholders.

I was part of the 513th Military Intelligence at Fort Monmouth, NJ and when I got out of the Army, I was financial manager on two key facility operations at Fort Monmouth CPAF contract (E-Systems) and the Naval Warfare Center in Lexington Park, MD FFP and IDIQ Fluor Daniels.  Both of the contracts required compliance with the Service Contract Act and Davis Bacon Act.   With Raytheon we had 5 manufacturing operations and 4 base facility support operations.  I coordinated all of the forecasting of sales, funding, profit, ROI, development of 10 overhead pools (forward pricing rates) and provided actual monthly results with narrative of actuals against budget variances.
